“Fine and Penalty: Different or the Same?”

Often we speak of fines and penalties as if they were the same thing.

But is that really the case? Is a penalty the same as a fine (and vice versa)? Are there differences between one and the other? If so, what are they? In what types of situations are we punished with a fine, and when can we be sanctioned with a penalty?
